Sports Policies
The Sports Policies of the Department of Youth Affairs & Sports are formulated to promote a structured, inclusive, and sustainable sports ecosystem in Dadra & Nagar Haveli and Daman & Diu. The Department recognizes sports as a powerful medium for youth development, physical fitness, discipline, and social integration, and therefore places strong emphasis on long-term planning and systematic implementation.
The policies aim to encourage mass participation in sports while simultaneously identifying and nurturing talented athletes for competitive excellence. A balanced approach is adopted to support sports at grassroots, school, collegiate, and professional levels. Special focus is given to talent identification, scientific training, coaching development, and athlete welfare to ensure holistic growth.
Sports infrastructure development forms a key pillar of the policy framework. The Department is committed to creating, upgrading, and maintaining modern indoor and outdoor sports facilities that meet safety and quality standards. Transparent access and optimal utilization of infrastructure are ensured to benefit athletes, institutions, and the general public.
The policies also emphasize financial assistance, scholarships, incentives, and performance-based rewards to motivate athletes and support them throughout their sporting careers. Training programs, workshops, and capacity-building initiatives are regularly conducted for athletes, coaches, referees, and sports administrators to improve standards and professionalism.
Inclusivity and equal opportunity are central to the Sports Policies. The Department promotes participation of women, persons with disabilities, and underrepresented communities, while also encouraging traditional and indigenous sports. Ethical practices, transparency, and accountability guide all policy decisions and implementation processes.
Through continuous evaluation, stakeholder collaboration, and alignment with national initiatives such as Khelo India, the Department remains committed to building a strong sports culture and positioning the Union Territory as a center of sporting excellence.
